ADDRESS BY MR. PERRY “One of the cardinal sins of our people is a lack of personal responsibility; and in the acquisition of that sense of personal responsibility lies our hope of salvation,” said Mr. Perry, M.L.C.. speaking at the Victoria University College graduation ceremony last night. ‘ 'Addressing the graduands, he said that they, by reason of their attainments, would have a greater personal responsibility to the community than most people. “If, while the war is being waged and after it is finished, you say each day. What can I do to help?—not. Why should I? but, Why shouldn’t I? —you will be laying the foundations of true citizenship, which involves personal service to the State and one’s fellow-citizens and the self-sacrifice that personal service demands,” he said. Urging that the graduands, as they went through life, should place the emphasis on their obligations rather than, their rights, he asked that they give to the words “truth,” “honour,”. “beauty and “patriotism” a real meaning manifested by their actions. “You, on the threshold of life, face a difficult world,” he said, “'but let that not dismay you any more than Britain was dismayed when in 1940 she stood alone, a lion' in the path of the aggressor.” The chairman of the Victoria College Council, Mr. fl. F. O’Leary, K.C., presided at the ceremony. The graduands, he said, were entitled to more than ordinary congratulations because <f the dif- : Acuities they had worked, under during the past ytar. In addition to difficulties created by shortage of staff and accommodation there was a special stress and strain at present which prevented students giving the usual calm and continuous concentration to their studies. This year the students had, surprisingly, increased in number by about 200. That had resulted in crowding, particularly in the’ science department, and indicated that if students continued to come forward in the same numbers some extra provision would soon have to be made. Expressing appreciation of the use of the Wellington College Memorial Hall, where the ceremony was held, Mr.. O'Leary said that Victoria College, as the leading educational institution of Wellington, should not be 'dependent on the generosity and goodwill of other institu- ■ tions. “I hope that before long, by public money or private generosity, something will be done to provide us with a hall and a Students’ Union building, both of

which are urgently required,” he said. .
