LONDON, July 19. An Englishman, Lieutenant-Colonel Ernest Martin, who rose to his present rank from that of corporal within a year, is now iu charge of an important base “somewhere in Russia.” Lieutenant-Colon'd Martin won the D.C.M. at Dunkirk. .Because of his knowledge of the Russian language he was attached to a mission to Russia, and was later rapidly promoted.
