It quotes him as staling that the Government recognized licit some employers. both private individuals and institutions, were adopting tlie practice of making up to their employees the difference between civil and military pay, but it was not considered that thic? in itself was sufficient reason why the State, as trustee for all the people, should adopt si similar practice, specially where tlie jnoney required to make such payments must come from taxation, and that it was preferable that tlie necessary limtneial assistance to enable normal requirements of si soldier and his family to be met should be provided through tlie medium of tlie Soldiers’ Financial Assistance Board.
