CIVILIAN DEFENCE
American Reorganization WASHINGTON, April 16. President Roosevelt reorganized tlie Office of Civilian Defence today, retaining Director James il. Landis, but creating a Civilian Defence Board to advise and assist him. On this board the 'War and Navy Departments will be represented. A White House statement said that the reorganization was designed to integrate the activities of the O.C.D. mere closely with the other war agencies. Mr. F. La Guardia, who was first director of the 0.C.D., recently strongly criticized Mr. Landis because of a serious lag in civilian defence preparations. ___________
