Washington with misusing diplomatic facilities. The correspondent alleged that the Embassies continually, 'by means of radio and code, send vital'military information to the Axis Powers, including departures and routes of ships. The authorities in Rio de Janeiro arrested tlie German Consul, Herr Karl Kaiser, on a charge of espionage for the Nazis.

The Assistant Secretary of State in Washington, Mr. Welles, said that arrangements have been completed for an exchange of Axis and United States diplomats via Lisbon. The departure of interned diplomats trom Germany could be expected soon. Buenos Aires reports that the Government of Argentina has ordered its Ambassador to Berlin, Senor Riccardo Olivera, to return to Argentina. No explanation is offered.
