Japan’s Protest On Sinking
Of Ship
(Received November 16, 6.30 p.m.) TOKIO, November 15.
The Russian reply to the Japanese protest about the sinking of the Kehl Marti said it occurred 700 miles from mined waters, for which reason the Soviet did not believe a Russian mine was responsible. The reply expressed the opinion that there was a possibility of a third Power seeking to create a Russo-Japanese incident.
