Turkish Cabinet Changes STEAMER TORPEDOED IN MEDITERRANEAN LONDON, November 13. The resignation from the Turkish Cabinet of the Minister of War, Saffet Arikan. and the Minister of Transport, Jedet Kerim, may lead to the exposure of a scandal arising from illicit arms traffic with Germany. The Turkish steamer which is believed to have been torpedoed iu the Mediterranean, is said to have carried a cargo of explosives. Some reports suggest that the President, General Inonu, may be replaced.
