Finnish Statement On Peace Talks NEW TONE EMPLOYED (By Telegraph.—Press Asfcn. —Copyright.) (Received November 14, 7 p.m.) LONDON, November 13. Helsinki reports that the Foreign Office spokesman said Finland did not regard the door closed to further negotiations with the United States. The Finnish answer to the United States Note, he said, was a cordial explanation of the reasons for the continued operations against Russia. Finland did not want to place obstacles in the path of future diplomatic overtures from the United States. A Zurich message says that an official spokesman in Berlin, referring to Finland’s recent reply, said that Germany was pleased that there still existed in Europe small nations who dared to give the right answer to America.
