JUVENILE CRIME
Reasons For Increase In New Zealand?
“Are any steps being taken to try to ascertain the causes of the steady increase in crime by youthful persons?’ asked Mr. Broadfoot (Opposition, Waitomo), during the discussiou ou Hie Estimates. ' Mr. Polson (Opposition, Stratford; quoted from an official report a statement that the 'disturbing increase iu the number of youthful offenders was due in the main to lack of discipline and respect for the rights and property of others and laek of parental control. The Minister in Charge of Prisons. Mr. Mason, in reply, said lie was certain that war conditions were a major factor. That was shown by a comparison of the figures for both New Zealand and Britain‘at this time, with the corresponding figures at the time of the last war. The main factor was that parental control was less in wartime. Many parents were overseas, and the attention of others was ‘distracted. Mr. Schramm (Government, Auckland East) denied that the war had anything to do with the increase iu juvenile crime. "The sole explanation,” he said, "is lack of parental control. The chief trouble comes where parents are separated or divorced, and insufficient guardianship is exercised over their children.”
