Reported Terms To Iran SEIZURE OF NAZIS; MUTUAL ECONOMIC AID (By Telegraph.—Press Assn.—Copyright.) (Received August 29, 10.20 p.m.) LONDON, August 29. Following the decision of the new Iranian Cabinet to cease resistance to the occupying forces and to maintain friendly relations with Russia and Britain, the three countries are reported to be discussing peace terms, according to an Ankara message. The terms discussed, it is said, include:

Joint British and Russian occupation of all strategically vital points, excluding the capital, Teheran; Britain and Russia to guarantee to observe and defend Iran’s territorial integrity and independence and to guarantee not to interfere in Iran’s internal affairs; all Germans to be handed over to the occupying forces; compensation to be paid to Iran for the loss of life and property during the occupation; and also British and Russian economic assistance to Iran.

The “Daily Telegraph” says that the Allies’ demands will include handing over of all Fifth Columnists and the adoption of a policy helpful to the Allies, giving the Allies the free use of ports, railways and rivers and an undisturbed flow of oil.

Calm prevails in Teheran except among the Germans, who have closed their businesses and taken refuge in their Embassy, where all documents are being burnt. A Simla communique confirms the ending of Iranian resistance. It states that the British forces have advanced altogether 150 miles 1 in the south-west. The Russians, it is believed, have also penetrated 150 miles from the Caucasus frontier. The Soviet news agency said that the Russians occupied Urnia, Karganrud, Maraghe and Mianeh, below the Caucasus, and Bandar-Shah, east of the Caspian. Seven hundred tons of wheat is being brought up behind the British forces for the area already occupied. The British forces in Iran, it is announced, are commanded by Lieutenant-General Quinan.

Diplomatic circles in Sofia, Bulgaria, declare that Germany is trying to reach an agreement with Turkey for the use of the Black Sea. There is intense diplomatic activity at Ankara, where the Turkish President, General Inonu, has received the German Ambassador, Herr von Papen, who will leave for Germany on September 2 and is expected to return to Ankara after a few days. The Hungarian news agency reports that Turkey has closed Thrace to all foreigners and prohibited motor and rail traffic between Turkey and Europe. The Istanbul correspondent of . -Llie Tinies” says that according to information from trustworthy sources considerable forces of Italian regular and militia troops have arrived in the Greek and Yugoslavian territories which are occupied by Bulgaria. The presence of the Italians is very unwelcome to the Bulgarians, who consider the territories to be their exclusive property, and it is understood that the Bulgarian Government demanded assurances from Berlin and Rome that the troops would be removed as soon as possible. A general impression prevails in Bulgaria that the concentration of Italian forces is the result of plans for German and Italian action in the Near East in the coming autumn, the correspondent says. The total number of Italians now stationed in the Balkans is estimated at 700,000. _ The German organization created by Herr Todt, the German transport expert has recently extended its activities’to the Balkans, where it is constructing, repairing and enlarging roads and railways leading to the south-east. It is officially reported from Moscow that Yugoslav guerrillas are courageously fighting the occupation troops and destroyed four sections of the Maribor-Trieste railway, derailed two German troop trains, and destroyed several bridges on the highway between Varazdin and Cakovac. Guerrillas in scores of places cut telegraph wires, destroyed railway switches and traffic lights, and also blew up a German-controlled explosives factory at Kannik.
