SLUM CLEARANCE

Slum clearance is not a new question in this country. Before the war, it had engaged the attention of certain metropolitan municipalities, Wellington in particular, and plans had been discussed for dealing with the problem. The recognized difficulty, in view of the housing shortage, was how to make provision for families evacuated from condemned dwellings during the period of demolition and. rebuilding. Generally speaking, the local authorities have the requisite authority under their own by-laws for dealing with the shim evil, and it is difficult to see how the legislation which the Minister for Housing, Mr. Armstrong, has foreshadowed in this connexion, will advance the problem any nearer solution. What it seems likely to do will be to introduce another and redundant departmental activity, and a further addition to the State’s heavily swollen payroll. But from the Government’s point of view it is no doubt useful electioneering talk.
