Diplomatic circles in Vichy believe that the Vice-Premier. Admiral Darlan, who yesterday returned to Paris secured from Herr Hitler an arrangement to replace the armistice which would liberate Paris and give the Vichy Government four-fifths of France but re? tain for Germany (he coal and iron mines on the north and west coasts, and all river mouths.
