An official memorandum issued in Santiago in connexion with Chile's claim to territory in the Antarctic states that in a letter by Bernardo O'Higgins, the director-general after Chilean independence was achieved, to Captain Coghlan, of the British Navy, found in the archives of the Foreign Office, the liberator states that Chile extends from Mejillones Bay to the Southern Shetlands. The memorandum recalls that the United States lias made no claims to sovereignty in the Antarctic and lias twice informed Chile that her activities in Antarctica are only scientific.
