(By Telegraph—Press Assn. —Copyright.) LONDON, August 21. Bulgaria and Rumania have reached an agreement on the Dobruja question. The terms of the agreement,, as reported tonight by Reuters’ Bucharest correspondent, give Bulgaria the southernmost provinces of the Dobruja—Durostor, Caliacra, and Balcic —the new frontier being fixed on the 1912 line. The new frontier will leave the northern part of the Dobruja, including the Black Sea port of Constanta, in the possession of Rumania.
Great Britain welcomes an equitable settlement of the dispute. It is felt in London that now that the old grievances are settled, the two countries should be able to cooperate in Balkan defenceSatisfaction is expressed m London that the agreement should, have been reached without the mediation of another Power.
The new Bulgarian-Rumanian frontier in South Dobruja runs from a point, just to the north of Silistra to the Black Sea to the south of Manga--1 Bulgarian troops are already near the frontier ready to march into the new territory when the final agreement. is signed.
