It should be obvious that the most cogent reason for keeping the Paekakariki Hill Road open and maintained as a public highway is that an alternative route to the new coast road is necessary in the public interest as a provision for emergencies. Scruple, as required for its upkeep seems inordinately large for a road that has been built up and surfaced to main highway requirements. Tn any case it would be unfair to expect a single local authority to carry the burden of maintaining a road used by people from over a wide area. Some compromise should be possible whereby the Government and the local authorities interested might share this burden.
