Progress Of Talks COUNTER-PROPOSAL TO HUNGARY

The negotiations between Rumania and Hungary were suspended this morning and will be resumed later. Rumania is reported,to have informed Hungary that the proposal for the return of two-thirds of Transylvania could not be considered. Rumania counter-proposed lot an exchange of population and inc cession to Hungary of sufficient territory to cover the exchange. The Hungarians sought time to consider the Rumanian reply. The negotiations between Rumania and Bulgaria on the future of Southern Dobruja have opened al Craiova. The conference is reported to have been cordial. Rumania is expected to agree to cede Southern Dobruja, including Balchik. _ The conference adjourned after a sitting of 45 minutes.
