"Japan’s Economic Offensive in China,” by Lowe Chuan-Hua (London: Allen and Unwin).

The author, who has at various times been lecturer, editor, publicity director and a member of the Chinese delegation to the 1931 and 1936 conferences of the Institute of Pacific Relations, is a noted authority of Chinese affairs. In a foreword he says: “It is for the purpose of exposing Japan’s motives and designs on tills economic front, pointing out the dangers of ousting M’estern interests and influences from the Orient, and reviewing some of her own mistakes and losses in the war, that I have ventured to prepare this monograph, which, under the present circumstances, cannot but represent an incomplete picture.” He asserts that if China wins, it will not only mean her own emancipation, bilt also bring a great moral and ideological victory to the whole world. If China wins, it will prevent Japan from hatching further schemes of territorial aggrandizement and thus enable the United States, Great Britain, Soviet Russia and other Pacific Powers to reduce their titanic military burdens in the Orient. Interesting chapters are China’s economic defence, in which he claims that economically China may yet win the war if she continues to develop her vast and rich hinterland, and Japan’s losses during the “China Incident," in which he claims that Japan will have to face an economic crisis far more extensive and calamitous than the Germans suffered after the M’orld M’ar.
