New Decrees In Germany ZURICH, January 22. Germany’s fears of sabotage during black-outs are evident in new decrees increasing the punishments ‘‘to protect Germany’s military strength,” A list includes persons damaging tanks, warships, planes, ammunition, air-raid precaution material, telegraphs, telephones, and military roads. The punishments range from a lengthy term of imprisonment to the death sentence. Motorists driving carelessly and thereby causing damage will be imprisoned for at least six months. Notices appear daily in Warsaw announcing executions for the possession of arms and insults to the army.
