Fears In Four States
TROOPS ON FRONTIERS (By Telegraph—Press Association—Copyright.) Received Sept. 26, 10.30 p.m. LONDON, Sept. 26. The Exchange Telegraph Agency's Bucharest correspondent says that fears of a Soviet coup are expressed in responsible Rumanian circles following unconfirmed reports that numerous Soviet divisions are advancing on the Bessarabian border. Airraid precautions were enforced in Bucharest last night. Russian troops today arrived along the Soviet-Estonian border, states a message from Tallinn. The President, M. Konstantin Pats, is summoning Parliament. This will be preceded by a secret meeting of the Foreign Affairs Committee.
General Laidonner in a speech reasserted that Estonia would defend herself to the bitter end if attacked.
A message from Moscow states that complete secrecy surrounds the cessation of the conversations between the Estonian Foreign Minister, M. Selter, and high Soviet officials. Diplomatic circles believe that Russia might be making demands. There is no indication as to whether the talks are suspended or have been broken off.
Berlin Official Radio reveals plans for the civil evacuation of Helsinki (capital of Finland).
Partial demobilization has been ordered in Lithuania, states a Kovno report. This indicates that the direct danger to Lithuanian security has diminished.
