Outline Of Plans Of New Cabinet
OFFICIAL STATEMENT An official statemeiii of the new Japanese Cabinet’s policy has been received by tlie Japanese Consul-General in Wellington, Mr. K. Gunji. It is as follows: —
The ceaseless efforts of the Government are being directed toward making manifest the basic principles of our national policy toward adjustment of foreign relations, strengthening of national defence, promotion of industries, assurance of livelihood on the home front and toward all other phases of national administration. Specially the following are important undertakings for the immediate future, which the Government are determined to carry out in face of the serious situation at this time: —
1. The basic policy: With a settlement of the China affair as the pivotal point of their policies the Government intend to deal with complicated and delicate international developments abroad by holding fast to the independent position of the Empire and to endeavour at home for the replenishment of armaments and development of the basic strength of the nation, and by concentrating various internal and external measures for this purpose they expect to bring about solidarity between Japan and Manchukuo and new relations between Japan and China. 2. Settlement of the China affair: For the settlement of the China affair there exists an immutable basic policy that was decided upon some time ago. In view of the trend toward the establishment of a new central Government
in China in the not distant future, the Government will render positive assist-
ance toward its establishment, to cooperate with paragraph 1 and then will endeavour to bring about a complete settlement of the China affair by tak-
ing proper and appropriate steps. 3. Replenishment and effective application of the combined economic forces: In view of the recent interna-
tional situation, the Government will
speed the execution of plans for the . expansion of productive powers in order to realize self-supply and selfsufficiency of vital materials for national defence, and at the same time they will strengthen and perfect foreign trade organization to meet new circumstances. As regards plans for rhe expansion of productive powers and various other economic undertakings the Government expect to formulate a comprehensive programme covering Japan, Manchukuo and China and to effect the smooth execution thereof. 4. Perfection and reinforcement of the regime under the national general mobilization: The Government intend
to realize a speedy perfection and
strengthening of the national general mobilization . structure especially to create a system for guiding and steering a course of general mobilization
and to effect a complete goods mobilization, thorough price control and an adjustment of labour supply and demand. 5. Renovation and operation of Governmental institutions; The Government intend to put into practice the principle of co-operation between the Government and the people in all matters relating to national administration.' To ensure fuller contact and collaboration among various Government organs, and the swift and orderly dispatch of business, they intend to rake appropriate measures for the renovation of the administrative machinery, the civil service system and various other institutions and also for improvement in the manner of their operation.
