Flood Of Propaganda From Germany WARNINGS AGAINST UNITED STATES (Received September 24, 8.30 p.m.) NEW YORK, Sept. 23. The Buenos Aires correspondent of the “New York Times” states that tl)e German propaganda flooding Latin America contains warnings that the neutrality conference is an excuse for making the southern republics protectorates o'f the United States, and declares that Washington is exploiting the assassination of the Rumanian Premier, M. Calinescu, to side-track the neutrality issue, again offer United States protection and spread a scare over the necessity for continental defence against a German invasion. It is further alleged that the sale by the United States of freighters to Chile and Brazil is designed to isolate the Argentine in an anti-United States stand. The presence of the large German delegation in Panama is explained on the ground that they are watching German interests in Latin America. The Secretary of .State, Mr. Cordell Hull,- speaking at a Pan-American ceremony at the World’s Fair, deplored “the state of affairs in which callous disregard for law and morality, with resort to brute force and unbridled violence, are methods deliberately chosen for the attainment of national aims.” “We know that our nation will be materially poorer and spiritually poorer,” he said, “in proportion as the Hames of a protracted war impair and destroy in the areas directly involved the foundations of modern civilization.” He pointed out that the Pan-Ameri-can countries had made efforts to maintain peace and the orderly processes of civilization, but this was not enough, since they could not insulate occurrences in other parts of the world. PANAMA CONFERENCE Pan-American Dissociation From Totalitarianism BALBOA, September 23. Opening the Pan-American Conference’s consultations on neutrality, the President of Panama, Dr. Arosemena, disassociated the Americas from the principle of totalitarianism and suggested the motto: “The Americus for humanity.” He said the representatives of the 21 republics at the conference had a great opportunity to reaffirm the basis of Pan-American civilization in equality, opportunity, personal security, spiritual liberty and respect for law. OIL FROM MEXICO Increased Shipments To Italy (Received September 21, 7.30 p.m.) NEW YORK, September 23. The Mexico City correspondent of the “New York Times” states 'that Italy has contracted for increased shipments of oil in exchange for rayon. The amount of. the increase is not known but is described as “very considerable.” Italy at present is Mexico's best customer for oil. She bought 3,250.000 barrels from January to August, compared with Germany's purchase of 6.300,000. Russian support in this direction to Germany is likely to result in the passing of the Mexican Anti-Communist Measures Bill, which has been presented to the Deputies. It requires Mexican Communists to sever their ties with the Moscow Third Internationale. Tiie penalty is outlawry. BERLIN EXPLOSIONS ' Many Arrests Made COPENHAGEN, September 22. Many arrests in connexion with the recent explosion at the Berlin Air Ministry are revealed. Two other explosions occurred simultaneously, one at police headquarters and the other at a gas works. Those arrested are reported to be followers of Dr. Otto Strasser, leader of the Black Front, an anti-Nazi refugee organization.
