The Ottawa correspondent of the “New York Times’’ says that the former Canadian Minister to the United States, Mr. Herridge, in d speech urged that Canada “take immediate steps comprehensively to terminate economic relations with Japan. There is no basic friendly association between the democracies of the English and French-speaking nations and Fascist Japan.” Observers here point out that an embargo on war munitions from the United States would merely compel Japan to make her purchases from Canada, thus nullifying its effect. •» ANTI-SUBMARINE FLEET £11,000,000 British Programme (British Official Wireless.) RUGBY, August 2. The addition of 180 anti-sub-marine and patrol vessels to the Navy as part of the 1939 programme and at a cost of about £11,000,000, for which a Supplementary Estimate will be required, was announced today in the'’ House of Commons. The additions include 107 trawlers for miue-sweepiug and anti-submarine duties, of which 20 will be specially built for the purpose, ami 87 will be purchased and converted.

It is also proposed to construct. 50 vessels of the whale-catcher typesome for service as patrol vessels and some for anti-submarine duties —10 fleet minesweepers, six boom defence vessels, and one cable ship. A floating dock to accommodate small craft of up to 5000 tons is also to be purchased. Further additions are in contemplation, details of which will be announced as soon as possible. ABOLITION AIM Britain’s Efforts Without Success LONDON, August 2. Replying in the House of Lords to a motion by Lord Mottistone that steps should be taken to abolish submarines, the First Lord of the Admiralty, Lord Stanhope, said that t he Government had not achieved a modicum of success in its efforts nt. abolition. The Admiralty felt that under ordinary conditions with present apparatus they could hunt submarines and make certain of finding them. He believed that this knowledge had induced the cessation of submarine activity In the Mediterranean during the Spanish war when Britain threatened to take action. DEFENCE PROGRESS A.R.P. Development; Navy's Air Arm (British Official Wireless.) (Received August 3, 7.5 p.m.) RUGBY, August 2. The Minister of Civilian Defence, Sir John Anderson, referring in the House of Commons today to civil defence organization, saiijl that £70,000,000 had been allocated in the siugle financial year. There had been a noteworthy response to the call for service. He also stated that of 2,500,000 steel shelters ordered .1,000,000 capable of sheltering 6,000,000 had been delivered. As from next month steel shelters would be made available to local authorities for purchase by people with higher incomes. It was announced today that about 40,000 persons applied last week to be enrolled for national service, making a total of about 1,953,000 applications since the campaign began iu January last. The announcement of a contract award for a big new British aircraftcarrier and the imminent launching of two more ships of this class brings near to materialization the Admiralty’s plans for large-scale expansion of the fleet air arm. The name of the new aircraft-carrier is announced as H.M.S. Indefatigable. A denial was given in the House of Commons today to a recent Press report that the Government had decided to purchase up to 50,000,000 bushels of wheat for storage in Canada. There is no foundation for the statement.
