Parents Shouldering Responsibilities The annual grant for free kindergartens in Wellington covered about one-third of the cost involved, said Mrs. R. M. Dowisett, secretary of the organizing council of the Wellington Free Kindergarten Association, in an address at the monthly luncheon of the Wellington Justices of the Peace Association yesterday.
