Parents Shouldering Responsibilities The annual grant for free kindergartens in Wellington covered about one-third of the cost involved, said Mrs. R. M. Dowisett, secretary of the organizing council of the Wellington Free Kindergarten Association, in an address at the monthly luncheon of the Wellington Justices of the Peace Association yesterday. Mrs. Dowsett said that there were many mothers’ clubs associated with the kindergarten and they could be counted on to provide £6OO a year toward the funds required. The kindergartens were free in every sense, but it was clear that the parents' were shouldering their responsibilities. The first kindergarten was founded in Germany just over 100 years ago, and the name meant “garden of children.’ The children were led to believe that the kindergartens were their own.
