Sir, —Is it possible for any Government, after passing an Act for a specific purpose, and imposing a tax fur the provisions of that Act, to levy that tax in full when the said Government is unable to provide for the taxpayer one of the main objects for which that tax is imposed? What would be said, -for instance, if a man paid for a farm fully stocked, and he were told that the stock could not be provided, but the price was still the same?—l am, etc., A TAXPAYER.
