Recognition A Matter For Unilateral Action (Received February 23, 1.10 a.m.) ST. JEAN DE LUZ, Feb. 22. Senator Berard, France’s envoy to Burgos, stated today that de jure recognition of General Franco was a matter for unilateral action by France, and that therefore it was not necessary to negotiate or impose conditions. problems arising from recognition must be settled first and the principal object of his mission was to clear up misunderstandings.
