Japan's Plans For Puppet Regime In China (.Received January 26, 1.30 a.m.) PEKING, January 25. A three-day conference of six representatives of the Peking and Nanking puppet Governments and 20 Japanese observers adjourned yesterday after failing to establish a united Japanesecontrolled administration. The greatest difficulty lies in finding a Chhif;e lender of sufficiently high standing willing to head a Government. The conference, however, agreed to increase the cotton and coal production of north China to meet Japan's needs.
