RUGBY, December 14.' The Under-Secretary for Foreign Affairs, Mr. Butler, stated in the House of Commons that according to figures issued on October 29, there were 86 United Kingdom nationals held as prisoners of war by General Franco and 34 Canadian nationals. Mr. Butler added that the British agent in Burgos had taken further steps to expedite the conclusion of the exchange arrangements and he hoped their release might shortly be expected.
