LONDON, December 13

News that Dr. Schacht, president of the Reichsbank and former German Minister of Economics, is to visit London comes simultaneously with a report from Berlin that there are signs of slackening in the anti-Jewish campaign. It had been hoped that Dr. Schacht would have come to England earlier, but the project was abandoned because of the. British reactions to the anti-Jewish outburst. It is significant that the visit coincides with an inspired statement from Germany to the effect that Jews will not be treated harshly.

The Berlin correspondent of the British United Press understands that Dr. Schacht has prepared a plan to be worked by the Bank of International Settlements under which Jews could transfer a proportion of their capital, provided foreign Governments undertake to use these amounts for the purchase of additional exports from Germany. No Absolute Want. German Jews in future will be allowed to work in prescribed fields, .and the Government is ensuring that none will be reduced to absolute want. The official news agency said that the Government was facilitating I lie emigration of Jews, which is the main aim of all the measures taken so far. It is suggested that foreign Jews shall place their currency at. the disposal of German Jews to enable them to leave the country. Legal expulsion from the national life is proceeding, and'actual separation of the two peoples must be achieved, says Hie agency. Individual action against Jews, however, has ceased, and will he ’ most severely punished in future.

The collective measures that have been taken are designed merely to create tolerable conditions till the removal of the Jews is completed. Discussions In London.

In the meantime plans for financing the emigration of Jews from Germany on a large scale are to lie discussed at. a conference in London tomorrow, following talks which were begun nt The Hague last week between British, American, and Dutch financiers and members of the International Jewish Colonization Society.

It is hoped that a project which will appeal to all nations will be evolved. It is also reported that Dr. Schacht, Itesides seeking a solution of problems arising from the mass migration of Jews, is concerned about the British threat of retaliation against German trade methods, and will try to minimise the importance of German’s trade drive in south-east Europe and seeks to increase trade between Britain and Germany by a relaxation of the currency restrictions.

Mr. Chamberlain, replying in the House of Commons today on a question as to the extent to which the new German decrees concerning Jewish property might affect British subjects, said that the Foreign Secretary had not received full details of these decrees but he understood that a certain section of the order of December 3 regarding Jewish property applied to Jews of all foreign as well as of German nationality.

The British Charge d’Affaires, at the time of the recent anti-Jewish disorders, drew the attention of the German Government to the rights of British subjects in Germany. The British Government intended to do all in its power to protect the interests of British subjects in that country, he said, irrespective of race or religion or place of residence, and the British Charge d’Affaires was now being instructed to seek assurances regarding rhe treatment of British subjects of the Jewish race.
