SCOUT “PARLIAMENT”
Encouraging Boys To Express Opinions
'The second “parliament” run by the patrol leaders of the Hutt Valley and Bays Scout District wus held <it AVirihana. Seconds were eligible to attend, and a satisfactory nuinlxtr was present. Broeeedings opened with a “Scouts Own in the bush chapel, leaders taking parts ot the service. “Kamalii,” who gave the address, spoke on “Building,” following the Scripture reading ilroiu St. _ Matthew, chapter 7. 'The commissioner's speech by “Aorangi” formally opened the “parliament,” “Kudu” acting as Speaker. Two sessions were held as well as a questiontime during the lunch period. “Littlejohn” ( Dominion commissioner for training) spoke interestingly after lunch, and Mr. Southon, commissioner for Thames Valley, was also present.
Various “Bills,” affecting scout training, especially from the leaders’ point of view, were brought; down. Discussion on these was keen, some speakers displaying promising and fluent delivery. Good-humoured interjections were frequent, and flashes of wit enlivened the proceedings. The district oilice will act on the wishes of the leaders as revealed in the results of the voting on the “Bills.” It is felt that activities along the lines of these “parliaments” are of great value to the movement. The senior boys are encouraged to express their opinions openly and frankly on queißions which affect them and their patrols.
