“BLIND IMPERIALISM” CONDEMNED

Mexican President’s Hit At Britain And U.S.A. (Received Sept. 11, 7.30 p.m.) MEXICO CITY, Sept. 10. Opening an international peace conference to-day, President Cardenas declared that he favoured a “holy war” in Latin America against the theory of “blind imperialism,” obviously referring to Britain and the United States.

'He called for a campaign for economic liberty by weak nations, adding that diplomacy had been converted into the protector of privileged concessions in favour of undesirable investors and a threat to the existence of weak people. “Strong nations pass from diplomatic war to economic war and then to a war of aggression,” he said.

President Cardenas declared that he favoured proletarian action . against war. He condemned the inhuman bombing of open cities. He said that the passivity of Parliaments, none of which rose frankly against the dictatorships, permitted such a rule to threaten without danger. He concluded: “In my opinion a Continental American navy is necessary to protect the New World from the Western Hemisphere.” The President’s speech followed the granting of virtual Government control to Labour leaders through the passage of a law giving civil employees the right to strike against the Government.
