FINANCE BILL

Miscellaneous Provisions Many miscellaneous provisions are contained in the Finance Bill which was introduced in the House of Representatives by Governor-General’s Message yesterday. A section dealing witli local authorities enables them to contribute toward the cost of Government works, such as irrigation, water supply, drainage, river control, reclamation, or other authorised undertakings. Expenditure bv local bodies in connection with the Coronation of King George VI, the exhibition of Coronation robes, and contributions to the Far East Relief Fund is validated. Special provisions for leave' of absence from Parliament are made in favour of Mr. 11. M. Christie (Government, Waipawa) and Mr. J. Thorn (Government, Thames), who have recently returned to New Zealand after attending meetings of the International Wool Committee and the International Labour Office respectively. Certain payments made to Mr. Thorn are validated and remuneration is also allowed to the members of the National Health and Superannuation and Education Committees which met during the last Parliamentary recess. Authority is given for advances to lessees of undeveloped Crown and settlement lands to be increased up to 90 per cent, of the value of the applicnnt'fi interest in the land or 30 per cent, of his interest, in stock ano chattel s. Power is taken to grant temporary exemption to friendly societies from legislation covering interest payable on any part of a benefit fund invested in land or buildings. The scheme for wheat research is extended to December 31. 1943. The expenditure by the New Zealand Honey Control Board of £3492 in connection with the purchase and shipment to London of 100 tons of Australian honey is validated.
