Mr. Togo, in a conversation with the Foreign Minister, Herr von Ribbentrop, made far-reaching offers regarding former German colonies in the Far East, but that Herr Ribbentrop insisted that Germany, despite her friendship with Japan, saw no means of practically assisting Japan against Russia. The official German view remains that every effort is essential to prevent an extension of hostilities. Advice to that effect has been given to Tokio.
