PUBLIC FINANCE

Honour For New Zealand Student Mr. F. B. Stephens, M.A., research officer in the Internal Affairs Department, Wellington, has been ejected a member of the International Institute of Public Finance, whose headquarters are at Paris. The membership of the institute is strictly limited, and it includes no more than two or three members of any one nationality. Mr. Stephens is tire only New Zealander ever elected. Election to membership Is determined by the reputation of the candidates for the study and practice of public finance. Mr. Stephens has had a work on New Zealand budgetary finance published in the French language by the institute. He was educated at the Otago Boys’ High; School and at the University of Otago and Auckland University College. From 1931 to 1933 he was a lecturer in economics at the Auckland University College, and before that was a tutor at the Auckland branch of the Workers’ Educational 2kssociation.

In 1933 'Mr. Stephens was awarded a Rockefeller fellowship, and he travelled for three years through Europe, America and England studying the theory and practice of public administration and finance in the Western world. He studied at the leading universities in England, France, Germany and Italy. Mr. Stephens has been stationed at Wellington for nearly two years..
