A charge by Mr. M. J. Coldwell, a Commonwealth Federation member of rhe House of Commons, that Canada was linked with Ihe “British war machine” drew a declaration from tlie Defence Department that munitions were manufactured in Canada on a preparedness .basis only. There wa.s no intention to establish permanent, plains. Tlie orders from (lie United Kingdom for machine-guns had been privately secured by private firms.
