Mr. Cordell Hull, issued a statement formally recognising the legal right to expropriate foreign-held property, but insisting that it must be accompanied by fair and equitable compensation. The United States representations to Mexico on Tuesday revolved round the question of proper payment. He indicated that no pressure was exerted on Mexico for the return of the expropriated properties.
