Completing Organisation In Time Of War BILL TO BE DEBATED By Telegraph—Press Assn. —Copyright. Paris, March 20. The Chamber of Deputies will debate on March 22 a Bill providing for completion of the organisation of the nation in time of war. It provides for mobilisation of the fighting forces by the co-operation of the civil and military authorities under a single war command, the mobilisation of industry under u Minister to be specially appointed, and the mobilisation of defence against aircraft. The underlying principles of the Bill are that everything and everybody must aid the defence of the nation and that war must not be a source of profits. .
