The plebiscite would have delayed the immediate prospect of a peaceful Anschluss. “Germany faced a situation baulking her dearest ambition, and did not hesitate to unsheath the sword. Wliat is tantamount to annexation by ultimatum at a moment’s notice cannot be excused. The claim that Austria, by reason of race, is Germany’s internal affair, is indefensible. Not a shadow remains of the independence which Germany solemly pledged Austria in 1936 and confirmed at the Berchtesgaden meeting in February.”
