Britain Has No Military Obligations (Received February 18, 8.15 p.m.) London, February 17. “I do not believe and never have believed in the imminence of war. I believe that time is on the side of peace,” declared Lord Halifax at the conclusion of two days’ debate on foreign affairs in the House of Lords. y Lord Halifax gave an assurance that Britain had no military obligations outside the League of Nations, and said the Government was free to act as occasion needed. Lord Halifax made only guarded reference to Austria. He said the policy of the Government continued to be inspired by the Stresa resolution, but the efficiency thereof depended on the collaboration of all parties.
