NOTE TO POWERS
China Alleges Invasion By Japan London, July 17. China has sent a Note to all the signatories of the Nine-Power Treaty except Japan, declaring that more than 100 Japanese aeroplanes and 20,000 troops are concentrated in the PekingTientsin area, “ready to precipitate a major clash.” China accuses the Japanese of repeatedly nullifying, by resumption of attacks, every Chinese attempt to arrange peace by the mutual withdrawal of troops, and reiterates that the Japanese night manoeuvres on July 7 were carried out in a region in which the Japanese had no right to be. The Note adds that the invasion of North China violates China’s sovereignty, and that if aggression is permitted to continue it will immediately disturb peace in East Asia, and may entail unforeseen circumstances throughout the world. China is obliged to employ every means to defend her territory and honour, but is still ready for a peaceful settlement. The Note has also been sent to Russia and to Germany. MORE REASSURING View in Whitehall (British Official Wireless.) Rugby, July 17. In informed British quarters yesterday a more reassuring view was taken of the latest news from North China, and hopes that grave • developments may be avoided are still entertained.
