Six Indian Provinces “STEP TO INDEPENDENCE” (Received July 18, 11.30 p.m.) London, July 18. A message from Poona states 11mr rule by the Indian National Congress party is assured in all the six provinces, where it won electoral majorities. the Mahatma Gandhi has written what is regarded as a "policy speech” in the weekly, periodical “Harijau.” He says'tha t acceptance of office does not mean that Congress intends to work the Government of India Act for what it is, but as a step toward complete independence. Acceptance of office is a serious attempt to avoid bloody revolution and mass civil disobedience. It is reported from Lucknow that India s first woman member of Cabinet is Mrs. Vijai Lakshmi, sister of the President of the Congress Party, Pandit Jawaharlal Nehru. She has been included in the Congress Party Ministry in tile Central Provinces.
