Warning to General Franco (Received April 16, 1 a.m.) London, April 15. There was an important interlude in the debate iu the House of Commons on the blockade of Bilbao, when the Secretary of State for Home Affairs, Sir John Simon, announced that a warning ■had been sent to General Franco that he would be held responsible for any damage to British ships. Mr. D. Lloyd George (Independent Liberal, Caernarvon) sprang to his feet and asked whether, if an insurgent warship fired on a British merchantman on the high seas, would the Navy protect it? Sir John replied: “Yes, certainly.”
