Three large local authorities to control the Auckland district, absorbing tne present multiplicity of local authorities, were suggested by Mr. A. G. Osborne, M.P. for Manukau, at a conference of ratepayers convened by the Ellerslie Town Board. He said the ideal would be one authority for the North Shore, the Auckland City Council absorbing all city authorities, and a South Auckland authority to enibrace the Otahuhu, One Tree Hill and Onehunga boroughs, Ellerslie Town Board, Mount Wellington Road Board and Panmure township. If that scheme were adopted the ward system could be retained for a few years, but he would not favour its permanent retention. H e did not consider that the ratepayers would suffer through unified control.
