Infantry Spearhead of All Activity
RUSSIAN PRINCIPLES

Voroshiloff, War Commissar, writing in "Izvestia,” discloses a new military policy known as the 1936 Articles of War, replacing the 1929 articles. They emphasise that infantry is the spearhead of all armed activity. AU other units must co-operate with infantry, especially the air force, which must operate on the widest scale with a view to destroying enemy’ artillery. It adds that a most important condition of victory is drawing the workers and peasants of the hostile army into a proletarian revolution, which can be attained by the political work of the commander-in-chief, officers and political agents, while the Red Army must be generous toward the captured enemy and assist to preserve his life. The articles declare that Russia will never instigate war, but any attack will be repulsed by all Russia’s might, the war being immediately carried into the assailant’s territory.
