Questions by Members Ottawa, December 7. The issue is arising among member! of the House of Commons whethei the Prime Minister went contrary to tlie Statute of Westminster in advising Mr. Baldwin. It is claimed that the Canadian view should have been ex pressed through the Governor-General, as the personal representative of the King. The Prime Minister is silent. The Governor-General, Lord Tweedsmuir, was absent, but it is understood that on his return he communicated with the King after a conference with the Prime Minister. The rank and file of the House of Commons are emphatic that Mr. Baldwin cannot speak for Canada, and insist that nothing be done until the King asks for Canada’s advice, when the issue will be settled in Parliament.
