The implication that the Administration had veered toward a strong collective security policy w’as erased, however, when the Secretary added that the nation had no desire to enter agreements supportable by force, but wished to be friends with all nations and allies of none. EUROPEAN SQUADRON OF AMERICAN NAVY Re-establishment Ordered Washington, September 16. On account of the Spanish situation and the disturbed European conditions generally the Navy Department was instructed by the Department of State to-day to recreate the European squadron after a lapse of seven years. The 7500-ton cruiser Raleigh will be Rear-Admiral Fairfield’s flagship, replacing the Quincy. Other units will be the destroyers Kane and Hatfield, and the coastguard cutter Cayuga, all of which are now operating near Spain. The fleet’s mission will be to protect Americans in emergencies and to display the American flag in European ports.
