Paris, June 9.

The Marquis de Vogue, presiding at the"Buez Canal Company’s annual meeting, emphasised that the “permanent and absolute neutrality” of the canal was guaranteed by Article 1 of the International Convention of 1888, and expressly confirmed by the Trent,v of Versailles.

“This stated that the canal shall always be free and open iu war-time or peace-time to all merchant or war vessels without flag distinction. The canal shall never be used for the exercise of the right of blockade,” the marquis added. “If any Power forcibly attempted to prevent another from using the canal, that would be tantamount to an act of war, with all its consequences.”
