SECOND READING CARRIED BY 50 VOTES TO 16 Council Passes Factories Amendment Bill Although the subject had already been "threshed, winnowed ' and sifted,” the House of Representatives spent the whole day yesterday on further discussion of the Transport Licensing Amendment Bill. The Prime Minister, Rt. Hon. M. J. Savage, sought and obtained urgency for the passing of the measure. The main feature of discussion was a vigorous criticism ol the policy of previous Governments with regard to rail and road transport by the Minister of Transport, Hon. R. Semple, who was particularly outspoken in respect of the administrative work and recommendations of the Rt. Hom J. G. Coates (Opposition, Kaipara). After the Minister bad replied to the debate the. Bill was read a second time by 50 votes to 16. The House then considered the measure in the committee stage, and discussion generally became “flat, stale and unprofitable” as the long Parliamentary day dragged on. .Eventually the Bill went through committee at 5.45 p.m. when tw Prime Minister said he would take the third reading on Tuesday. 'The House then rose. Tn the Legislative Council the Factories Amendment Bill as amended by the Council's Labour Bills Committee was put through all stages and passed.
