Council Committee Amends Factories Legislation Formal proceedings took much more time than usual in the House of Representatives yesterday afternoon, attention being given to reports of committees on petitions and other matters. Two local Bills—one dealing with proposed reclamation at Lyall Bay for the extension of the Rongotai Aerodrome, and the other dealing with drainage rating in the Taupiri district—were passed after brief discussion. The Minister of Education, Hon. P. Fraser, took charge of the Wellington measure in the absence abroad of Mr. R. McKeen (Government, Wellington South). Urgency was taken for the Transport Licensing Amendment Bill by the Prime Minister, Rt. Hon. M. J. Savage, who explained that his object was merely to enable the House to sit until midnight, there being no intention of rushing the measure through. Members on both sides of the House took part in the second reading debate, the speakers including the Minister of Railways, Hon. D. G. Sullivan, and the Leader of the Opposition, Rt. Hon. G. W. Forbes. There was a short sitting of the Legislative Council. The Factories Amendment Bill, as passed by the House, was received and was referred to the Labour Bills Committee, which reported it back later in the day with several vital amendments.
