Liability of Council To Board » FURTHER CONFERENCE TO BE HELD Dominion Special Service. .. Palmerston North, February 10. A cheque for £4OBB/19/3 on account of electricity supplied by the Mana-watu-Oroua Power Board to the Palmerston North City Council during the quarterly period ended December 31 has been forwarded by the city solicitors, who to-day notified tlie board, that the council declined to meet tho remainder of the account of £6636/0/8. They were paying under the rates of the old contract which expired on March 31 last and the question of further liability must remain open till litigation was settled.

The managing-secretary, Mr. K, W. Egllnton, said the board had paid the Public AVorks Department on a similar basis on Saturday. It had received a further bill for £174, being the penalty ou the balance outstandng. Reporting - on the conference between representatives of the board and the council with the Hon. R. Sample at Palmerston North last week, the chairman, Mr. C. G. C. Denner, said they had been informed by the Minister that the Public AVorks Department would deal direct with the City Council insofar as the penal rate for running its own generating plant was concerned. That, Mr. Dormer said, had perhaps been the biggest bugbear in frustrating an agreement between the board and the council. The board had been carrying the baby for the department and the .council had had to fight/ the board to fight the department. The board and council were to negotiate a service charge, and the contract committee intended to discuss that matter after the board meeting.

Mr. J. Hodgens, M.P., the issues had been clarified and if the activities of the Public AVorks Department could be stayed,’ there was a possibility of the dispute being settled. Mr. N. Campbell: I take it the Minister gave an assurance there would be no penal charge. The chairman: He did not give any assurance at all, but gaid we would be relieved of all responsibility for that Mr. Hodgens said the Minister was anxious that the board and council should confer before February 18. He considered four representatives from each body adequate. _
