Japanese Army and Navy MINISTER TELLS REASON (Received December 27, 11.50 p.m.) • Tokio, December 27. “A false- step and the nation’s fate is sealed,” declared Admiral Osuml, Navy Minister, in defending tlie record size of the 1936-37 army and navy estimates totalling £62.400.000 and representing 47 per cent, of (lie total national expenditure. He added : For those responsible for the national defence the present international and domestic situation admits no relaxation of vigilance.
